China's state news agency Xinhua is reporting that a PLA general is urging the international community to create a system of rules for cyberspace. He says that China has submitted a 'draft international code' on information security in the hipes of initiating a discussion on the issue. While we don't know what sort of plan China has submitted, we suspect it involves printing all websites onto scrolls of paper and connecting them with a vast network of carrier pigeons.
